edCount develop and re-develops assessment technical manuals to document the procedures and validity support for state- and district-level assessment systems.

edCount helped the Puerto Rico Department of Education (PRDE) fundamentally revise and restructure the technical manual for its general assessment, Las Pruebas Puertorriqueñas de Aprovechamiento Académico.  The new manual, which provides a framework to support the validity argument for the assessment's uses, is organized around three fundamental principles of validity: content, procedures, and accessibility. Each chapter aligns with a phase of the testing process (design, administration, scoring/analysis, and reporting) and is structured to provide evidence for the validity principles.

edCount also coordinated the creation of technical manuals for the 2009 and 2010 administrations of the Virgin Islands Territorial Assessment of Learning Alternate (VITAL-A). edCount collected and compiled technical information from various vendors that contributed to the development of the VITAL-A and its accountability system. edCount then created comprehensive manuals documenting the technical adequacy and validity of these assessments for their intended purposes.

edCount has helped Clerc Center compile a technical manual documenting the validity and technical adequacy of its assessments and assessment system. This manual documents information and findings from a variety of activities designed to ensure that the Clerc Center's assessments and assessment system are valid and meaningful for their intended purposes, and meet minimum requirements for technical rigor for large-scale, high-stakes assessments.

edCount further supports the Laurent Clerc National Deaf Education Center in a variety of related assessment accountability tasks. Since 2010, edCount has designed and produced individual, classroom, and grade-level summary reports and interpretive guides for both the general and the alternate assessments for the Clerc Center to distribute to parents and staff. edCount provides support to Clerc Center staff to help them prepare for meetings, presentations and publications in relation to their on-going work on standards, assessment, and accountability.
