George Ligon IV, Ed.D.

George Ligon IV, Ed.D., is a Senior Associate and Mathematics Specialist at edCount, LLC. Dr. Ligon has strong experience in writing, reviewing, and aligning assessments, curriculum, and professional development content to state standards. Dr. Ligon plays a key role in assessment development projects within edCount, serving as a Project Director and Mathematics Specialist for statewide assessment program projects where he provides oversight of project timelines and deliverables related to item development plans and the development and review of test maps, test specifications, and test form planners.

Dr. Ligon has provided mathematics content expertise for several general and alternate assessment projects. This work includes creating and finalizing achievement level descriptors and item specifications, developing and conducting content and editorial reviews of math field test items and ancillary materials such as directions for test administration, educator resource materials, and print versions of test forms. Dr. Ligon also provided professional development to Indiana educators on the topic of assessment literacy regarding the ISTEP+, ILEARN, and I AM assessments. Dr. Ligon has facilitated numerous workshops with expert panelists in various content areas to collect data for use in evaluating alignment quality to ensure assessments yield meaningful, useful information for stakeholders. 

Prior to joining edCount, Dr. Ligon served as a mathematics educator in low-performing schools, a mathematics department head, and mathematics test developer. He provided educational consulting services for school districts across the U.S. as well as for international clients, such as the Egyptian Knowledge Bank. In this capacity, he facilitated professional development via workshops and virtual webinars for K–12, higher education, and cooperate education partners, provided instructional support and educator coaching for math, science, technology, STEM, STEAM, health, physical education, ELA and special education content areas, and provided best practice instructional support for the use of educational resources. He has strong experience in writing, reviewing, and aligning assessments, curriculum, and professional development content to education standards, including Common Core.

Dr. Ligon received his Ed.D. in Education Policy and Evaluation from the Florida State University, his M.Ed. in Educational Leadership as a Math Specialist Leader from George Mason University, and a B.S. in Physical Education from the University of South Florida.
