The Administrator’s Guide to Federal Programs for English Learners, 2nd Edition, explains federal statutes affecting English learners, including the Civil Rights Act of 1964, the Equal Educational Opportunities Act of 1974, and programs within the Every Student Succeeds Act of 2015 (ESSA). The book discusses the overlap and interplay of statutes, policies, and funding across different pieces of legislation, as well as best practices and protocols in a number of areas (such as professional development and curriculum design) to ensure fair, effective services for English learners.
The Administrator’s Guide also includes over 200 pages of appendices, including all federal laws and regulations for ESSA, final notices of interpretations for both programs, memoranda from the Office of Civil Rights, and monitoring indicators used by the U.S. Department of Education’s Student Achievement and School Accountability (SASA) program.

Monographs on State Accountability Systems for CCSSO
edCount produced several monographs reporting on state accountability systems, commissioned by the Council of Chief State School Officers (CCSSO). These monographs provide the nationally-accepted structure for analyzing states’ accountability models. Their development involved extensive communication with state education agency staff across the country. edCount produced A Framework for Examining Validity in Accountability Systems, a manual for state education agencies on the conceptualization and evaluation of validity in statewide accountability systems, for CCSSO.
The framework was developed in collaboration with state education agency staff with responsibility for statewide data, reporting, and accountability systems and provides step-by-step strategies for evaluating individual components of standards-based accountability systems.
A Guide to Effective Accountability Reporting
edCount staff authored A Guide to Effective Accountability Reporting, a resource manual for state, district, and school personnel on the creation of effective education accountability reports, for CCSSO.
This monograph won the 2004 American Educational Research Association Division H Award for Outstanding Staff Assessment Training.
