edCount Associates Author Guide to Serving English Learners

edCount founder and President Dr. Ellen Forte and Policy Associate Molly Faulkner‐Bond have coauthored a new reference manual about serving English learners (ELs) in public schools. The book, entitled The Administrator’s Guide to Federal Programs for English Learners was released by Thompson Publishing on May 5 and marks the first truly comprehensive resource available to education practitioners about how states, districts, schools and individuals can serve the nation’s growing population of ELs.

edCount Project Awarded a $1.6M Grant by U.S. Department of Education

The U.S. Department of Education announced today that it will award a $1.6 million Grant for Enhanced Assessment Instruments to the Washington State Office of Public Instruction for a project developed through a partnership between Washington State and edCount, LLC. The project, Evaluating the Validity of English Language Proficiency Assessments (EVEA), will bring together a consortium of five states to build a validity argument and design a series of studies to evaluate alignment between English language proficiency (ELP) standards and assessments.

edCount Hosts Interactive Web Conference on Fair Assessments for English Language Learners

Today, edCount, LLC hosted its first interactive web conference for education stakeholders. The webinar, entitled “Making Tests Fair for English Language Learners,” featured two presenters from the Educational Testing Service (ETS). Using a recently developed set of guidelines from ETS, they discussed key issues in the assessment of ELLs, with a special focus on appropriate methodology for determining an assessment’s validity and fairness.

Ellen Forte and Diane Staehr Fenner Serve as Technical Advisors to Education Week’s Quality Counts 2009

edCount was pleased to have contributed two staff members to the Technical Advisory Panel for Education Week’s 2009 edition of its annual publication Quality Counts. Every year, Education Week produces a comprehensive statewide research report highlighting trends and performance across all 50 states’ education practices; in 2009, Quality Counts focused particularly on English-language learners and states’ performance in serving this ever-growing population.
